Summary
The Proposal Manager position is within the Corporate Growth organization. The Proposal Manager will lead competitive proposal bids and RFI response for the company. The selected Candidate will be responsible for articulating a compelling value proposition for proposal development for company's Lines of Business, to include Defense, Intelligence, Civilian, Health agencies, and State and Local. Expectations of a successful candidate will include Leading
proposal development team planning and execution, reviewing Request for Proposal (RFP) requirements, conducting analysis on RFP, leading video/oral proposals and/or segments assessing strategy for responding to requirements and framing a response that strategically addresses the requirements of proposals. Additional requirements include performing all tasks related to leading proposal teams, preparing support artifacts, and managing proposal development activities. In addition, the candidate will be responsible for assessing and ensuring compelling, complete, and compliant proposal responses that reflect win strategy elements and align to evaluation factors and criteria.
Description
● Lead proposal efforts of various complexity ($50M and above) across federal government agencies and IT domains.
● Analyze RFP/bid requirements to develop annotated proposal outlines.
● Lead the development of Proposal Management Plans, proposal kickoffs, technical solution sessions, as well as provide leadership and direction to cross-functional teams.
● Conduct proposal progress status meetings and develop and maintain proposal schedule.
● Monitor RFP modifications and implement changes as required • Support the development of proposal strategies and win themes.
● Lead writing/editing/rewriting efforts.
● Lead Color Team Reviews and track recovery. Lead and coordinate proposal color team reviews and color team reviews and debriefs.
● Lead proposal process improvement efforts proactively
● Responsible for providing input and accessibility to proposal resources including past performance, resumes, archives, and other baseline information.
● Coordinate government debriefs and internal lessons learned meetings to assist with Continuous Process Improvements in the proposal process.
● Support in other business development-related activities
● Collaborate and coordinate with members of the Client department to track opportunities and provide market research.
● Support the development of training materials, presentations and white-papers
Qualifications
● Bachelors Degree required, preferably in Journalism or English Literature
● 12+ years of related experience in federal government contracting proposal management, including volume lead, support, and/or writing experience across IDIQs, BPAs, Task Orders/Delivery Orders/Call Orders, and RFIs/Sources Sought Responses
● Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR) as well as Shipley, APMP Foundation, or equivalent training of best practices in proposal development
● APMP Certification REQUIRED
● Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)
● Experience with traditional video, live orals, and / or demonstration proposals
● Evidence of a successful track record of high quality, high scoring proposals
● Excellent at writing in technical subjects and critical editing skills, organizational, and communication skills and adept at employee relations, including conflict resolution.
● Ability to work to meet deadlines (nights, weekends, and holidays at times)
● Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
● Ability to work well both in a team and independently and manage multiple projects simultaneously.
● Strong leadership skills, with the ability to establish and enforce high quality standards.
● Strong organizational skills and demonstrated rigorous application of process with discipline.
● Self-directed, detail-oriented with the ability to work in a fast-paced environment, balancing and prioritizing competing requirements.
● Experience supervising, mentoring, and training less-experienced proposal resources
● A genuine intellectual curiosity and fondness for solving complex problems.
● Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices
● Ability to create original content using interview and research techniques
● Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint Microsoft Teams (preferred).
● Experience with GovWin, BGov, or other relevant business intelligence tools (preferred) Preferred
● Experience supporting a wide variety of solicitation size, complexity, and submission window
● 2+ years experience leading proposals over $50M
● Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high pressure deadlines
